No, it is not neccessary to use a 216 color pallette to prevent this, you
can use a 256 color pallette as long as it is the standard Windows System
pallete (on windows) or the standard mac palatte (on mac).

If however, you want to use 1 pallete for both pc's and mac's, then use the
216 color pallette, as it eliminates the colors that differ between the 2
platforms.
