Is SMS anything like SNPP?

This wasn't with Runrev, but I've used QPage-SNPP for some network 
monitoring <http://www.dartware.com/qpage/index.html>. qpage.org seems 
to be down. My pager provider's email gateway wasn't particularly 
reliable so I used a modem to dialup to the pager company and send a 
text page.
